JOB PURPOSE / OBJECTIVE
To organise and manage waste disposal, collection and recycling activities to each major asset area by means of own and subcontracted resources to ensure compliance with local, state, and international regulations.
KEY ACCOUNTABILITIES
Strategy and Performance Management
-
Contribute to the development and execution of the Department short to mid-term strategic plan to ensure alignment with the Department’s strategic priorities, and the corporate goals.

Contribute to development of annual business plans for the assigned areas of responsibility to support the achievement of financial and strategic objectives.

Monitor, control and report key performance indicators related to the Section in order to track performance and recommend corrective actions.
People Management
-
Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the annual business plans, policies and procedures.

Manage the performance management process by setting annual objectives, and developing staff through mentoring, coaching and constructive feedback.
-
Identify employees’ training and developmental needs and in conjunction with Human Capital Department bridge the knowledge gaps to ensure continuous progression, and high-level of competence within the team.

Implement developmental plans to assist qualified Qatari Nationals to occupy potential vacancies so as to adhere to stipulated Qatarisation targets.
Waste Management
-
Control waste management issues related to the handling, treatment and disposal of all solid, liquid, hazardous and toxic wastes to ensure proper disposal.

Deal with research and consultation on the design and performance of industrial and sanitary wastewater and solid waste management systems to ensure optimal solutions.

Act as focal point in company for maintaining access to updated local, regional and international applicable regulations on waste management. Communicate compliance to all affected parties, ensures compliance and updates applicable plans and procedures accordingly.
Waste Administration

Review and approve contracts plan for waste management to ensure compliance with Q-Chem and government environmental regulations.

Maintain company’s permits for waste storage, waste transportation and waste exportation and always ensures timely renewals.

Manage waste classification using certified materials laboratories and approved analytical methods to update management plans and practices accordingly.
Inspection

Manage the inspection of waste management and waste disposal facilities to ensure compliance and safe work environment.
Onsite & Offsite Services Management

Manage and coordinate the development of waste management systems on site for daily operations and shutdowns to prevent the occurrence of incidents and identify potential environmental risks.

Manage the development and implementation of waste management programs to ensure compliance with CTO in terms of storage and disposal.

Manage all recycling, and waste collection day-to-day activities to ensure smooth flow of operations offsite assuring that all wastes are properly managed, transported, and disposed and all facilities are operational at all times.
Reporting & Awareness
-
Advise and assist all projects in the development of their waste management plans to keep all related parties aware of and compliant with set standards and requirements.

Administer an environmental review program that audits Q-Chem’s performance and identifies waste management required activities and internal controls to evaluate associated progress at various stages of operations.

Manage the coordination of the investigations and reporting of waste management incidents and environmental unsound conditions to come up with appropriate and efficient action plans when required.
Policies, Systems, Processes & Procedures

Recommend improvements to departmental procedures, and ensure implementation of policies, procedures, systems and controls covering the assigned areas of responsibility so that all activities meet Q-Chem’s standards, compliance, and regulatory requirements, align to business requirements, and increase operational efficiency.

Identify opportunities for the continuous improvement of systems, processes and practices taking into account ‘international leading practices’, in order to increase operational effectiveness.
Quality, Health, Security, Safety and Environment

Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high quality products/services.
Reporting
-
Ensure that all relative reports are prepared timely and accurately, and meet the Department’s requirements, policies and standards.
5. QUALIFICATIONS & EXPERIENCE
Education
Required (Qualification / Discipline): Bachelor’s degree in Chemical/ Mechanical Engineering, Environmental Science or any similar discipline.
Preferred (Qualification / Discipline): Master’s degree in Chemical/ Mechanical Engineering, Environmental Science or any similar discipline.
Experience
Required (Years / Job Level / Industry): Total of 7-10 years of experience in the O&G Industry, out of which 4 years at a Supervisor / Mid-Management level.
Preferred (Years / Job Level / Industry): Experience in Petrochemicals Industry.
Languages
Required (Language / Level):* English- proficient
Preferred (Language / Level):* Arabic- working knowledge
