Position Title: Salt Project Manager
- JOB PURPOSE:
Lead and manage the project work of an Integrated Project Management Team (IPMT) and engineering works performed by licensors, contractors, and vendors on the Salt project. Has full technical responsibility and acts autonomously for interpreting, organizing, executing, and coordinating assignments relating to engineering matters pertaining to the project, or any designated large engineering assignments.

Description
Strategic Contribution and Implementation
- Contributes (or develops in consultation with the Chief Engineering Officer of QAPCO divisional/departmental strategy and supports effective cascading of the divisional strategy into department policies and procedures of all sections of Major Projects engineering (mechanical, electrical, civil, instrument & control, and construction) in line with the overall business objectives of the Engineering Office Division.
- Provide engineering expertise and leadership for Engineering Teams in order to develop, implement, and follow-up the engineering packages including the Feasibility Studies, License Agreements, ITB's preparation, and FEED, the finalization of Detailed Engineering, and providing the engineering support during Construction, Pre-commissioning and final handover of the Projects.
- Define systems, plans, procedures, staffing, in relation to Project Engineering and provide management and guidance to IPMT staff and Contractor for development of the required systems, plans, procedures, contracts and other tools.
- Plans and develops all aspects of Project Management “tools” to execute the Engineering activities during the project execution phases.
- Creates framework and manage compliance of Engineering to codes and practices and best industry practices in industrial facilities and petrochemical industry.
People Management
- Manages the effective achievement of objectives through setting individual objectives, managing performance, developing, and motivating staff, provision of formal and informal feedback and appraisal in order to maximize subordinate and the overall performance.
- Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
- Provides management best practice elements for execution as well as other proven initiatives as appropriate, perform the relevant activities as assigned to (e.g.; Teambuilding, Functional and Management Committees of Project, contractors, sponsors) and collaborate with the IPMT Senior Management in determining the performance improvement measures, risk mitigation measures (e.g., Incentives, HSEQ Improvement Initiatives, etc.).
- Makes recommendation to Project Management of key personnel for project assignments.
- Forms the technical interfaces with other disciplines/departments in the IPMT and provide/require the necessary data.
- Provides support, input, guidance and coordinate the engineering development and the execution by IPMT of the Project Phases for all the other project disciplines.
Budgets and Plans
- Prepares and proposes the budget related to Engineering and monitors financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.
- When assigned, directs engineering activities in preparation of estimates for engineering staffing, quantities, scope reviews, schedules.
- Establishes workflows, critical milestones and provide input in establishing the detailed project execution plan and the development of the project engineering budget and schedule.
Asset Optimization
- Provides critical input to Value Improving Practices (methodology, deployment, monitoring, reporting).
- Provides overall direction and technical expertise for the review, selection, and prioritization of projects in relation of asset enhancements and optimizations ensuring alignment to changing business priorities and the overall Engineering Office Divisional strategy.
- Defines the Project scope of Facilities, Contractor’s scope, Design scope, equipment and materials requirements for I-PMT to manage the particular execution phase (pre-FEED, FEED, EPC Bidding, EPC Execution and Completion).
Project Engineering
- Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines.
- Focal Point for the Management of Change and liaise with other parties for design coordination issues.
- Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data books.
- Leads engineering development for areas which are not contracted/not included in PDP, FEED document/activities.
- Makes recommendation to Project Management of key personnel for project assignments.
- Manages the flow of information required from third parties to assure the timely progress of the engineering work.
- Leads, resolves, and communicates on complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
- Monitors and expedites detailed tasks, completion milestones and the acquisition of deliverables that defines the Engineering Plan.
Tendering & Contractor Management
- Assists in development of contracting strategy.
- Provide technical expertise in developing RFPs and RFQs, provide response to queries, relevant to the Major Projects; participate in verifying and approving contractors’ pre-qualification documents and assess each contractor’s capabilities with QAPCO’s and participate in the tender preparation for related services to ensure cost-effective and quality services are obtained for QAPCO on all related contracts.
- Leads the preparation of requests for technical expertise and services.
- Assist in development of contracting strategy, participate to the evaluation of bidders, leads the preparation of response to technical and technical queries.
- Leads the evaluation for Engineering subjects, supervises the preparation, and reviews and endorses bid analyses and recommendations for procurement of equipment, material and services within Engineering's scope of responsibility.
- Provide overall direction to manage the activities of the contractors, ensuring achievement of production targets while adhering to set quality & HSE standards.
Project Management
- Provide overall direction to the effective management, execution and handover of modification and major projects, together with service providers and other department/section personnel as applicable in order to ensure successful completion of projects in line with timelines, quality and HSE standards.
- Participates in risk identification, evaluation and development of mitigation plans as appropriate.
- Participates in initiation and development of Lessons Learned Program for the Project.
Continuous Improvement
- Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of the project management and construction management operations, systems, processes, and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.
- Provide coaching and guidance to the IPMT staff regarding the level of detail, methods, procedures, and instructions in respect of Engineering.
System Management
- Responsible for reviewing and approving work order costs in line with defined approval authorities to ensure adherence to maintenance strategies, industrial guidelines, and service level agreements.
Relationship Management
- Develop and maintain effective business relationships with all relevant internal departments and external entities (such as stakeholders, government authorities, key stakeholders, etc.) with the highest standards of business ethics, whilst promptly attending to all critical issues to ensure the services required by the organization are delivered in the most effective manner.
Service Level Agreements
- Drafts and seeks approval for the Service Level agreements between QAPCO and service providers, ensuring alignment to legislative standards and corporate governance framework.
Committees
- As a member of various committees assigned by the Chief Engineering Officer; review proposals, policies, strategies, projects, and new initiatives and provide expert advice and recommendations to the top management whilst actively engaging in sharing of best practices with internal and external counterparts to support optimum deployment of resources and achievement of high productivity levels and operational efficiencies.
Policies, Systems, Processes & Procedures
- Supports enhancement of departmental policy and procedures and develop/enhance procedures related to respective section, implement procedures and controls covering all areas of Major Project activity to ensure adherence and effective implementation.
- Prepares, approves, or recommends approval of project procedures for engineering, as required.
Quality, Health, Safety & Environment
- Ensures compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude.
- Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
Statements and Reporting
- Supervise the preparation of timely and accurate departmental statements and reports to meet QAPCO’s and department requirements, policies and standards.
Related Assignments
- Perform other related duties or assignments as directed.
- QUALIFICATIONS, EXPERIENCE & SKILLS:
Minimum Qualifications:
- Bachelor degree in Chemical Engineering or Mechanical Engineering or equivalent.
Minimum Experience:
- 15 years of Senior Management working experience in Projects execution.
- Progressive work experience in project and staff design engineering, or other relevant types of engineering including start-up, field engineering or plant operation in large industrial plants, utilities, process plants, or engineering/construction firms.
