2. JOB PURPOSE:

Lead, plan, co-ordinate and manage the Chlorine Plant to achieve a safe and reliable operations.
-
Lead the provision of technical guidelines on all matters pertaining to planning and monitoring of critical operations, technical review, data and equipment analysis, process analysis, performance evaluations etc. in order to provide expert advice and recommendations on best options to achieve cost and production efficiencies, process improvements, production targets and enhance production performance in line with optimum technical standards and QAPCO business plan.

When Chlorine Plant Manager is on leave, Principal Engineer is acting as Chlorine Plant Manager.

Budgets and Plans
-
Monitor the financial performance of a given area of activity versus budgets so that areas of unsatisfactory performance are identified and rectified promptly, and potential performance improvement opportunities are capitalized upon.

Together with the Manager of Chlorine Plant participate in the planning of long term and short term operations or maintenance activities across the plant operations ensuring that relevant performance information is collected, analyzed and outcomes are implemented while guiding the Production Supervisor in the effective cascading of the long term plans into routine production targets and ensure effective collaboration with the Shift Supervisor and other internal parties to achieve defined production parameters.

Supervise the issuance of operation daily plans and attend the daily production / maintenance meetings to handle any escalated technical issues an ensure that change activity is coordinated across the site and change projects and modifications are developed and implemented in line with defined timelines and standards.

Oversee the asset planning, approving production planning assumptions and managing the asset operation so that they are met.
Production Planning & Scheduling
Production Management

Supervise and co-ordinate all production activities of the plant to meet approved production objectives while providing technical guidance and expertise to ensure timely resolutions of issues and recommending changes to approved production policies in light of technological developments and changing business conditions.

Lead and supervise the setting of production parameters, timely coordination of the quality processes and adjusting production conditions during operation to ensure quality and efficiency.
-
Liaise with maintenance sections to coordinate the development and installation of new plant and equipment, and the implementation of correct maintenance procedures for subsequent repair and servicing of facilities.
Technical Guidance
-
Act as the technical lead and lead the critical operating procedures, which includes start-up and shutdown, commissioning and testing of new equipment of the assigned plant, to provide control and coordination.
-
Lead the planning activities for all critical operations in collaboration with Shift Supervisors, maintenance, and engineering services to prepare pre-shutdown and shutdown execution plans, status reports, and performance evaluations in line with approved work lists to optimize plant turnaround and startup activities. Ensure effective coordination of all aspects of plant shutdowns to meet shutdown success criteria, including strict application of HSE and quality policies and procedures.

Analyze drawings, specifications, and statements of work in preparation of activity networks for shutdown resource planning and scheduling and ensure availability of resources such as personnel, materials, logistics and infrastructure services in collaboration with Head, Shift Supervisor, and other functional leads.

Provide consultation and technical advice on temporary arrangements with respect to running plants/equipment necessary during turnaround period.

Provide guidance to work team on monitoring operating conditions and give instructions on process adjustments to ensure safe and efficient process operation.

Ensure cost and production targets are met by monitoring and reporting actual versus budgeted operating costs and production quantities at regular intervals and implement corrective actions in coordination with Chlorine Plant Manager and other stakeholders, managing inventories and audit transactions to reduce variance.

Oversee critical operations activities such as start-up, shutdown, commissioning of new equipment, trial/test runs, and turnaround, review development plans for compliance with adopted engineering standards.

Ensure that equipment inspection plan is executed on schedule and recommendations are implemented; review inspection reports and ensure recommendations as adopted.

Manage operational changes, provide final approval of management of change and engineering work requests for implementation, and ensuring that they are effectively implemented.
Continuous Improvement

Lead the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘global best practices”, improvement of business processes, cost reduction and productivity improvement.

Develop improvement plans to enhance process matrices to improved production performance.
-
Monitor KPI (key performance indicators) to identify areas for improvement. Analyze key performance indicator (KPI) and recommend improvements with focus on maintenance processes and executions.
-
Provide technical guidance in the analysis of accident / incident / near miss reports, claims and non-conformities etc. and facilitate effective resolution of process issues for operational continuity.

Provide inputs and implement departmental policies, systems, and procedure across the plant so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.

Manage all assigned procedures and processes within own domain ensuring that they are implemented so that the process of the asset is effective.

Supervise and co-ordinate according to relevant procedures activities during any emergency situation which may arise to facilitate optimum protection of QAPCO resources in line with defined HSE policies and procedures.
Quality, Health, Safety & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude.

Collaborate with HSE and Quality on related issues such as process safety, continuous improvement systems, etc. to achieve and exceed target standards.
-
Follow and promote the best work practices related to optimum production, quality, health, safety, and environmental protection. Coordinate the issue of the Incident Reports with Shift Supervisor and follow up till close out after due implementation of corrective / preventive actions.
Statement and Reports
-
Supervise and provide inputs in the preparation of timely and accurate departmental statements and reports to business coordination unit to meet QAPCO’s and department requirements, policies, and standards.

Perform other related duties or assignments as directed.

Shall be responsible for the provision of overall direction for assigned plant operations and ensure achievement of production targets.

7. DECISION MAKING AUTHORITY:

The role will be guided by general and specialized policies and professional standards with latitude to choose from differing work approaches to achieve functional objectives. Completed assignments and accomplishments are subject to general review by Manager.

Incumbent may be faced with differing situations requiring the identification and selection of solutions through the application of acquired knowledge; relatively free to decide how to achieve predetermined results although the results reviewed by Manager and in accord with the approved strategy and plans.
